Overview
The Hoodlum acts as a wildcard in Ultimate Werewolf with no allegiance seeking to eliminate chosen targets. Â Initially, the Hoodlum secretly selects multiple players to eliminate but has no direct elimination power. Instead, the Hoodlum must manipulate Villagers, Werewolves, and other players into eliminating those targeted players over the course of the game. Â The Hoodlum is an Independent role, meaning this role wins if all of their selected victims are eliminated before the Hoodlum is eliminated.

Hoodlum's Guide
The Hoodlum’s game is one of chance and manipulation. While random target selection can work, choosing players likely to be eliminated through normal play or ones you can easily convince others to eliminate may be more strategic. Here are some key tactics for achieving your goals as the Hoodlum:

Fan the Flames:
Capitalize on arguments between players to manipulate them into being voted out. Hopefully, this is one of your targets, but even if not, it will help narrow down the field. Try to avoid suspicion – just stoke natural tensions already present.
Master Manipulator:
Closely observe your targets’ voting and claims for useful intel. Use this information to your advantage and even turn it against them. Even if a player is silent, that could be used as leverage against them.
Moderator Tips

As the Moderator, overseeing the Hoodlum role is all about notes and tracking eliminations. The Hoodlum wins if all their targets are eliminated while they are in the game. Here are some tips to help moderate with the Hoodlum:
TAKE NOTE OF TARGETS:
Always have a notebook handy. We recommend having a notebook for all roles, but it’s vital to jot down who the Hoodlum targets as it can be several. The Hoodlum can select as many targets as their are Werewolves.
TRACK ELIMINATIONS:
Stay vigilant about which of the Hoodlum’s targets are eliminated, whether through votes or by Werewolves. Their victory hinges on these eliminations.
Hoodlum Victory:
The Hoodlum wins the game if all their chosen targets are eliminated before they are. If the Hoodlum wins, all other teams lose.
